i want to set sticky a post to every forum . consider  there is 4 forum A,B,C,D when i post a topic in  forum ''A" and want to set sticky in all 4 forums . that mean the topic show in all 4 forum

No, unfortunately, you can only move topics with redirecting links, but that won't make them sticky.
