The signatures permission is currently implemented:
if the signatures function is turned off, then the system will also be shut off the signatures function on the posts by admin (ex: if admin using signature)...

If possible:?
Admin can specify who can use the signatures function. For example, administrators can implement this function can only be used by certain members based on the User Groups and User Ranks

There was a discussion about it some time ago on the main Russian Community Forum. Unfortunately, I don't know what prevented from the implementation of this feature. Guess we should wait for @Admin to see what he's going to say.
